The
Pardon and Parole Board consists of a five member panel and the Agency has
approximately forty employees
including an Executive Director, Deputy Director, General Counsel, Investigators
and Administrative Support staff. The five member board is responsible for
reviewing and recommending to the Governor that an offender be released from
confinement prior to the completion of his/her sentence. The five members of the
Board are appointed, three by the Governor, one by the Chief Justice of the
Oklahoma Supreme Court and the fifth member is appointed by the Presiding Judge
of the Oklahoma Court of Criminal Appeals. They serve a four year term all
coterminous with the Governor. The
Parole Board meets monthly to review and vote on offenders.
The
victim has the right to express concern and
or protest the parole of the offender. This can be accomplished by letter,
petition and/or by appearing in person to address the Board (restrictions do
apply). If a victim/victim representative wishes to appear at a Parole Board
Meeting, they should call the Pardon and Parole Board Administrative Office at
the number listed below for clarification on when or if they should appear for
that month's meeting and also to obtain a confirmation number. The meetings are
scheduled for three or four days to complete.
The Parole Board Members conduct their meeting from the Hillside
Community Corrections Center in Oklahoma City.
Offenders appear before the Board either in person or via video
conference.
Our
office will notify the victim or victim representative of the offender parole
consideration if a request for notification has been submitted to our office.
All
offenders that have been convicted of violent offenses when eligible for parole
will be subject to a two-stage parole process. The purpose behind this
legislative change is that victims as well as District Attorneys will not have
to attend the parole meetings as often as in the past.
Victim
or Victim correspondence to the Parole Board Members is considered confidential.
The Pardon and Parole Board Meetings are conducted in accordance with the
Open Meetings Act so any appearance of a victim or victim representative at a
Parole Board Meeting will be considered public information.
The
Oklahoma Pardon and Parole Board and the Department of Corrections are two
separate state agencies. The Pardon
and Parole Board makes recommendations for release while the Department of
Corrections is responsible for the supervision of the parolees and anyone else
serving their sentence under community supervision.
